No physical campaigns, ceramah, visits to the Melaka elections

MELAKA: Ceramah (talks), public speeches and physical campaigns are not allowed during Melaka state elections, according to Election Commission (EC) Chairman Datuk Abdul Ghani Salleh.

At a press conference after the nomination of candidates today, he called on all parties involved in the election to adhere to standard operating procedure (SOP) to prevent the spread of Covid-19 for the election of Melaka which is listed on the EC portal and according to him all SOPs were approved by the Ministry of Health (MOH) yesterday.

He said that among the activities prohibited during the elections in Melaka were door-to-door visits, walks and the distribution of brochures to members of the public face to face.

Meanwhile, based on its statement on the portal, the SOP stipulated that candidates or party apparatuses are allowed to put up banners and banners during the election as well as distribute leaflets in the mailbox. letters from residents respecting a physical distance of at least one meter. It is also limited to a group of three people for the activity.

To campaign, he said candidates are encouraged to use social apps like Facebook, Twitter, Instagram, Youtube, Wechat, Snapchat, Whatsapp, Telegram and other apps as a channel to deliver campaign messages.

He said apart from that the campaign could also use TV networks, local newspapers, and candidates are expected to use the technology for the campaign in accordance with the new standard practiced after the Covid-19 pandemic.

“Candidates are also subject to the Election Offenses Act 1954 (Law 5) during campaigning and any form of campaigning via mass media on election day is not allowed,” he said.

Only candidates who have police permits are allowed to campaign on vehicles using megaphones at the time and place stipulated to deliver ceramah.

Abdul Ghani said that only one committee room (party operations room) is allowed to operate for each candidate in a constituency during the campaign period with a limit of 50% of the available space capacity while respecting the physical distance and the mini operations room is not allowed.

Except that. everyone involved must also take the RTK Ag self-test every other day during the campaign at their own expense and the test results must be uploaded to the MySejahtera app.

Only people with negative results are allowed to participate in campaign activities, while positive people are not allowed to participate in the campaign.

Apart from this, party meetings are limited to just two hours and the frequency does not exceed four times per week with the presence of fully vaccinated individuals and are subject to a 50% capacity of the space with physical distancing.

“Party meetings meant seating arrangements and not sessions for talks or briefings or any other form of physical campaign that is not allowed,” he said.

Abdul Ghani said the press conference after the party meeting is allowed with the presence of people who attended the meeting and journalists who have been fully vaccinated.

For early voting and polling day, party or candidate agents who have completed their duties or voters who have finished voting must leave the polling station promptly and voters must verify voting information through the app. mySPR Semak or the Semakan Daftar Pemilih SPR portal.

“It’s about controlling the number of voters going to the polling station at any given time. The suggested schedule is 8:00 am to 10:00 am, 10:00 am to 12:00 pm, 12:00 pm to 2:00 pm and 2:00 pm to 4:30 pm, ”he said.

For voters with symptoms such as coughing, sore throat or having difficulty breathing or body temperature above 37.5 degrees Celsius, they must be isolated and vote in a separate tent.

Symptomatic voters should be double-masked and put on disposable rubber gloves before holding the ballot in the voting booth and the person assisting symptomatic voters should wear full personal protective equipment (PPE).

Voters positive for Covid-19 would not be allowed to leave the place of treatment such as a hospital, quarantine center or home because they could bring the infection to people while voters who are patients under investigation ( PUI) and persons under surveillance investigation (PUS) and wish to vote would be allowed with the approval of the district health worker.

Apart from this, voters in areas subject to the Reinforced Movement Control Order (EMCO) must undergo an RTK Ag test 24 hours before the voting date and only voters who test negative could obtain police approval for go and vote.

For the official counting of the votes, only five supporters of the winning candidate (unofficial result) and three supporters of the other candidates are allowed to be present and the authorization to enter the counting center would be informed and the pass entry would be distributed by the Officer prior to the announcement of the election results.
